Description
Priority Announcements on Fellowship competitions offer additional sources of funding for highly rated applications that are relevant to specific CIHR research priority areas or mandates. Applications are submitted through the "200910MFE" competition of the Fellowship: 2009-2010 funding opportunity.
Fellowships provide support for highly qualified candidates at the post-PhD or post-health professional degree stages to add to their experience by engaging in health research either in Canada or abroad.
Funds Available
CIHR's contribution to the amount available for this initiative is subject to availability of funds voted annually to CIHR by parliamentary appropriations, and the conditions that may be attached to them.

The specific objective of the Fellowship Priority Announcement (Specific Research Areas) is to offer additional sources of funding for highly rated applications that are relevant to specific CIHR research priority areas and mandates.

1. Aging - Longitudinal Studies
Summary
- CIHR, under the Canadian Longitudinal Study on Aging (CLSA) initiative, will fund applications that are determined to be relevant to the research priority areas described below:
- Development, design, planning, data collection and/or analysis of health measurement studies with emphasis on the CLSA and similar longitudinal studies.

- CIHR-IA will evaluate applications for relevance to the research priorities which must be addressed within one relevance form (see "How to Apply").

- The maximum amount awarded for a single award is up to $60,000 per annum for up to 3 years. The total amount available for this initiative is $360,000. This amount may increase if additional funding partners decide to participate.
Additional Information
- Candidates are encouraged to consider a supervisor who is a researcher linked to the Canadian Longitudinal Study on Aging, such as the CLSA Principal Investigators, CLSA Theme Leaders and other Key Co-investigators of CLSA, and/or to other national/international longitudinal studies of aging, including collaborative projects under the UK New Dynamics of Aging Programme.
- One copy of all published research articles resulting from this Fellowship must be forwarded to the CIHR Institute of Aging.
- Given that awardees will be contributing to the knowledge base of the Canadian Longitudinal Study on Aging, they may be called upon by CLSA Principle Investigators or the CIHR Institute of Aging to participate in promotional activities, such as symposia, workshops and newsletters

2. Amyotrophic Lateral Sclerosis - Ronald Peter Griggs Memorial Fellowship in ALS Research (Updated: 2009-08-26)

3. Clinical Research
Summary
- The CIHR Patient-Oriented Research Strategy will fund applications that are determined to be relevant to their research priority areas described below:
- This priority announcement is directed to licensed health professionals engaged in clinical research. Candidates must hold a valid Canadian license (full or educational) at the time of application. Canadian licensure must be maintained for the duration of the award.
- Clinical Research is that part of the continuum of health research which is conducted on humans or on materials, specimens, or data derived from humans and populations with a focus on:
- Mechanisms of human health and disease;
- Bench to bedside to bench research;
- Clinical Trials and observational studies of prevention and therapy; and
- Clinical Epidemiological studies.
- In addition, clinical research may utilize the methods of health care services/systems research and population health research as they relate to clinical encounters.

4. Collaborative Research Program
Summary
- CIHR through the CIHR/Rx&D Collaborative Research Program in partnership with Rx&D – Canada's Research-Based Pharmaceutical Companies, will fund clinical research which is relevant and of interest to Rx&D member companies.

Additional Information
- Candidates must have secured partnered funding (ratio 1:1, CIHR:Industry) from an Rx&D member company at the time that the application is submitted. A company is eligible provided that it:
- Is federally or provincially incorporated in Canada (exceptions will be considered upon receipt of documentation that a researcher has been unable to develop a collaboration with a suitable federally or provincially incorporated company in Canada);
- Demonstrates adequate resources to meet its commitment to a program; and
- Has a demonstrable ability to apply the results of research and development itself or through agreements with other companies having the capacity to produce and market products and processes.

5. Dystonia (Small Health Organizations Partnership Program)
Summary
- CIHR through the Small Health Organizations Partnership Program (SHOPP), in partnership with the Dystonia Medical Research Foundation of Canada (DMRFC), will fund applications that are determined to be relevant to the research priority areas described below:
- Dystonia.
- Basal ganglia
- Deep Brain Stimulation
- Blepharospasm
- Neuroplasticity
- Major areas of dystonia research include the clinical characterization of dystonias, genetic and pathophysiologic studies striving to reveal their causes, as well as development of novel treatment and rehabilitation options. More specifically, key areas of current interest are:
- Neurosurgery (Deep Brain Stimulation) – its physiological basis and improvements in current technology;
- Rehabilitation strategies and techniques for all dystonias (eg., generalized, focal, secondary dystonia, etc.);
- Genetics – Identification of new genes and screening of families with dystonia inheritance patterns;
- Clinical Trials – Setting up clinical trials by selecting suitable patient groups and identification of existing and experimental drugs based on genetic and pathophysiologic discoveries.

8. Hepatology Fellowship Program (CASL/CIHR)
Summary
- Basic and Clinical Research in Hepatology
- Scientific questions/problems related to hepatology eg.viral hepatitis
- Knowledge translation questions/problems on diseases affecting the liver
- The Canadian Association for the Study of the Liver (CASL) in association with Canadian Institutes of Health Research (CIHR) and our industrial partners (Astellas Pharma Canada Inc., Axcan Pharma, Schering Canada, Hoffmann-La Roche) have established fellowships to support clinical or basic research in hepatology in Canada.
- The purpose of this funding opportunity is to build, in collaboration with industry, Canadian capacity and expertise in the area of hepatology. It is expected that this targeted investment will promote excellence in research through training awards.
- In addition, the intent of this initiative is to facilitate the translational objectives of CIHR, with particular interests in clinical research. Clinical research combines discoveries from the basic science laboratory incorporating the observations and insights of health professionals (a key aspect of translational research). It is the creation of new health knowledge and the translation of that knowledge from the research setting into applications where it ultimately impacts on the health of Canadians.

- The maximum amount awarded for a single award is up to $60,000 per annum for up to 2 years.
- The total amount available for this initiative is $240,000. This amount may increase if additional funding partners decide to participate.
Additional Requirements
- Eligibility requirements specific to this funding opportunity include the following:
- Candidates must hold either an MD or PhD degree; however, MD's will be given priority.
- MD candidates must have completed their primary specialty (e.g. General Internal Medicine or Pediatrics) and preference will be given to those who have also completed a Gastroenterology residency by the time the fellowship is to start.
- Both Canadians and non-Canadians can apply, but non-Canadians will only be considered if there are no Canadians eligible for the award.
- In addition to CIHR standard guidelines and requirements, the following special requirements shall apply:
- The award must be initiated within a maximum two (2) years following completion of the candidate's specialty or subspecialty training. During the tenure of the fellowship, fellows are not permitted to hold a second major award. In general, it is recommended that these Fellowships be carried out at Canadian centres unless it can be shown that no equivalent training is available in Canada. For training in Canada, the supervisor has to be a member of the Canadian Association for the Study of the Liver.

9. HIV/AIDS
Summary
- The CIHR Institute of Infection and Immunity - HIV/AIDS Research Initiative will fund applications that are determined to be relevant to the research priority areas described below (the primary research focus must be HIV/AIDS).

- Prevention technologies and interventions
- Drug development, toxicities and resistance
- Pathogenesis
- Issues of co-infection and co-morbidity
- Note: Applicants must select only ONE priority area
- More information on the research priorities of the HIV/AIDS Research Initiative can be found on the Institute of Infection and Immunity website. Research in the priority areas described above that focuses on at risk populations including people living with HIV/AIDS, men who have sex with men, injection drug users, Aboriginal Peoples, prison inmates, youth at risk, women at risk and people from countries where HIV is endemic is encouraged.

- The maximum amount awarded for a single award is up to $60,000 per annum for up to five years. CIHR anticipates that approximately four awards will be funded through this competition.
Additional Requirements
- Applications to the HIV/AIDS Research Initiative are sought in two distinct funding streams - Biomedical/Clinical Research and Health Services/Population Health Research. Although projects which display a multidisciplinary approach across all four research pillars are strongly encouraged and accepted, applicants must clearly indicate the most relevant funding stream in the relevance field of their ResearchNet application.

13. Inflammatory Bowel Disease
Summary

- Basic or clinical research related to gastroenterology/nutrition
Funds Available
- The maximum amount awarded for a single award is up to $50,000 per annum for Ph.D.'s, and $60,000 for M.D.'s, for up to 2 years. This includes an annual research allowance of $5,000, and an out-of-country supplement of $5,000 per annum which will be paid in addition to the regular award should the Fellowship be held outside Canada.

- Relevancy Review Criteria:
- Relevance to, or aligment of, the research proposed to Inflammatory Bowel Disease (IBD)
- Relevant to building Canadian research capacity in the field of Inflammatory Bowel Disease (IBD)
- The post-doctoral fellow must be a medical graduate registered in a fellowship program in Canada or have completed a PhD degree and be engaged in post-doctoral research related to gastroenterology or nutrition.
- Medical graduates must have completed clinical residency training in a recognized adult or pediatric training program (inside or outside of Canada) to the extent that they are eligible (or equivalent) to write Royal College certification exams at the time of starting the award.
- The post-doctoral fellow need not be a Canadian Citizen or Landed Immigrant, but preference will be given to candidates whose academic careers will strengthen Canadian gastroenterology. Fellowships sponsored by partners other than AstraZeneca are normally tenable only at a Canadian university, hospital, or research institute. However, the Fellowship may be tenable outside of Canada if the applicant is to receive training which, in terms of its nature and/or quality, could not be obtained in Canada, and if there is reasonable assurance that the applicant will be returning to an academic position in Canada.
- The post-doctoral fellow must focus all of their research activities on the research program outlined in the application and this must represent at least 80% of their time.
- Nominated Principal Applicants must register and become CAG members.
- The supervisor must be a CAG Regular Member in good standing at time of application.
- It is a requirement of the awards that all papers and abstracts submitted for publication of work resulting from this program must be sent concurrently to the Industry Partner and include (in the case of papers) acknowledgement of the Award. The Industry partner will not delay or influence publication in any manner.
- Randomized clinical trials are not eligible under this funding opportunity.

14. Knowledge Translation
Summary
- CIHR will fund applications that are determined to be relevant to the research priority areas described below:
- The Science and Practice of knowledge translation (KT)
- CIHR's mandate is to excel, according to internationally accepted standards of scientific excellence, in the creation of new knowledge and its translation into improved health for Canadians, more effective health services and products and a strengthened Canadian health care system. The purpose of this funding opportunity is to further strengthen knowledge translation (synthesis, dissemination, exchange and ethically sound application of knowledge) by supporting knowledge translation trainees early in their careers. It is expected that this targeted investment will lead to a better understanding of concepts, theories and practices that underlie effective KT in order to improve the health of Canadians, provide more effective health services and products and strengthen the health care system.

16. Medical Oncology CAMO/CIHR Rx&D Research
Summary
- The objective of this initiative is to provide an opportunity for individuals who have completed their Medical Oncology training in Canada to have additional clinical and/or fundamental (basic) research experience. It is expected that this targeted investment will build Canadian capacity and expertise in the area of oncology and will promote excellence in research through training awards.
- The field of medical oncology is rapidly changing, with the introduction of new drugs and biologics with an emphasis on targeted therapies, predictive and prognostic markers and translation of new therapies into practice. Medical oncologists wishing to pursue an academic career require further training in basic and clinical research; often completing a graduate degree in the process. The CIHR/CAMO Fellowship Program provides funding for excellent candidates with projects designed to ensure higher levels of training.
- In addition, the intent of this initiative is to facilitate the translational objectives of CIHR, with particular interests in clinical research. Clinical research combines discoveries from the basic science laboratory incorporating the observations and insights of health professionals (a key aspect of translational research). It is the creation of new health knowledge and the translation of that knowledge from the research setting into applications where it ultimately impacts on the health of Canadians.
- The specific objectives of this funding opportunity are:
- To address scientific questions/problems related to basic science, clinical or translational research questions in medical oncology, such as new drug development, genetic basis of cancer, and prognostic and predictive markers of outcome.
- To address knowledge translation questions/problems related to integration of new therapies in clinical practice, such as population health related to cancer including treatment and quality indicators of cancer system performance.
- To develop the capacity in Canada to actively participate in these research areas by providing further training opportunities for medical oncologists completing training in Canada.

- Eligibility requirements specific to this funding opportunity include the following:
- Candidates must be Canadian citizens or landed immigrants.
- The candidate must hold a degree in Medicine, an FRCPC in Internal Medicine, be in their final year of training in a Royal College certified training program for Medical Oncology and be an associate member of CAMO. CAMO will give consideration to applications on a competitive basis from individuals in the first year of a fellowship training program who wish to extend their training up to one-year. Priority for funding, however, will be given to first-year applicants.
- Review Process and Evaluation
- CAMO and CIHR will provide funding for applications that are relevant to (in alignment with) the objectives and research priority areas described in the "Objectives" section.
- Prior to peer review, the CAMO will have access to anonymized project titles and summaries to conduct relevance review.
- Upon completion of peer review, the CAMO will receive the ranking list, merit scores (ratings) and recommendations on funding level and award term for the applications that fall in the fundable range and have been determined to be relevant to the specific research areas and objectives of the initiative. The list will be used for funding decision-making purposes and will remain anonymous

17. Primary Health Care
Summary
- Across Canada there has been significant innovation and experimentation with primary care reform, including team-based approaches and alternative funding and delivery models. Nonetheless Canada's primary care sector lags behind other countries with similar wealth and health systems, most notably in after-hours care, wait times, chronic disease management, mental health, quality improvement and electronic medical records (Schoen 2006, 2007, Starfield 2005, 2008). Existing evidence on the impact of various approaches to how primary care is structured and delivered needs to be synthesized and best practices identified. As well, we need better evidence on how to achieve high-quality, comprehensive and coordinated primary care (including coordination with other parts of the system) that results in improved health outcomes. This requires a focus on holistic patient-centred care, governance, funding and managerial structures, access and delivery methods, integration, performance measurement, continuous quality improvement, technology and change management. Research is needed that looks for practical solutions, moving theory into practice and promoting the scaling up of innovation across the country.

19e. Regional Partnerships Program - Saskatchewan
Summary
- CIHR, through the Regional Partnerships Program (RPP), in partnership with Saskatchewan - RPP is interested in funding highly rated applications in Saskatchewan in all four themes of research.
- Fellowships awarded to health professionals for the purpose of doctoral training will be funded for up to three years. Post-doctoral fellows (PDFs) will be funded for up to two years. PDFs who have already received a 2-year award from the Saskatchewan Health Research Foundation (SHRF) Research Fellowship Program will only be supported for one year.
- The awarded funding will be established at the appropriate minimum amounts set by CIHR regulations. The amount available to any particular competition will be determined by the number of successful applicants and the amount of funding available.

- The purpose of this funding opportunity is to build Canadian capacity and expertise in the area of respiratory health and to promote excellence in research through training awards. The priority for this fellowship competition will focus upon the study of airflow obstruction and the associated diseases of airflow obstruction. 24. Aging - CIHR Institute of Aging Fellowship Recognition Prize in Research on Aging
Summary
- The CIHR Institute of Aging (CIHR-IA) aims to advance knowledge in the field of aging to improve the quality of life and the health of older Canadians. With this goal in mind, CIHR-IA has been investing in the future of research on aging by developing and supporting capacity-building research initiatives and programs to train support new and emerging researchers in the field of aging.
- The CIHR-IA Fellowship Recognition Prize in Research on Aging encourages and honours our brightest rising stars. It consists of a supplement to the research allowance valued at a maximum of $5,000 in year one of the Fellowship award. No additional application is needed.

25. Bisby (Prize)
Summary
- Bisby Fellowship. Dr. Mark Bisby joined the former Medical Research Council of Canada in 1997 as Director of the Programs Branch. From his arrival in 1997 to his retirement in June 2006, he played an important liaison role with Canada's research community, firstly in ensuring that there was a smooth transition between MRC and CIHR and then creating an environment of research excellence to cultivate the broadened research mandate of CIHR. In honouring Dr. Bisby's commitment to CIHR and the health research community, CIHR offers Fellowship Awards in his name.
- An award will be offered to the highest ranking candidates in each of the Fellowship committees in each CIHR Fellowship competition. In addition to receiving the applicable stipend and a research allowance under the fellowship program, awardees will carry the distinction of being branded a Bisby Fellow and will receive a supplement to the research allowance of an additional $5,000. The intent of the additional research allowance is to enable recipients to assert themselves as thought leaders on the national and international research stage through engagement in national or international conferences, workshops or meetings related to the award recipient's research.

26. Cancer (Prize)
Summary
- Jean-François St-Denis, PhD (August 14, 1966 - March 2, 2004) joined the Canadian Institutes of Health Research (CIHR) in 2000, after completing a PhD at the University of Montreal and postdoctoral studies at the National Institutes of Health in Bethesda, Maryland and the Hospital for Sick Children in Toronto. CIHR is pleased to honour Dr. St-Denis' courageous struggle against cancer by offering a Fellowship Award in his name. This award is offered to an outstanding individual who is to undertake postdoctoral training in the field of cancer research.
- One award will be offered to the highest ranking candidate who applies to one of the two Fellowship Award competitions each year (October and February), whose research focus is on cancer and who is ranked highly enough to be approved for a regular CIHR Fellowship Award. The CIHR Jean-François St-Denis Fellowship consists of a $5,000 supplement to the research allowance of a regular Fellowship Award. The supplement to the research allowance is intended to be used mainly for travel to national or international conferences, workshops or meetings related to cancer research.

- A supplement will be offered to the highest ranked and funded candidate from the Fall 2009 Fellowship Award competition who has applied to, and been deemed relevant for, the Knowledge Translation Priority Announcement. The Elizabeth Dickson KT Fellowship Supplement consists of a $5,000 supplement to the research allowance of a regular Fellowship Award. The supplement to the research allowance is intended to be used mainly for travel to national or international conferences, workshops or meetings related to the award recipient's research.
- Dr. Elizabeth Dickson played a key role in the launch of the CIHR in the year 2000, leading efforts to meet critical milestones in the mandated transformation. For more information on this prize, see the Knowledge Translation web site.
- The maximum amount awarded for a single award supplement is up to $5,000 for one year. CIHR anticipates that one supplement will be offered through this competition.
- In addition to the standard KT activities of presenting research findings to targeted audiences and producing lay summaries for dissemination, recipients of the KT award supplement are expected to undertake one of the following activities:
- Present at a CIHR summer institute, CIHR lunch and learn session, or KT trainee network event;
- Create a short podcast for posting on the CIHR website; or
- Carry out a clearly defined activity to be proposed to and approved by the Knowledge Synthesis and Exchange Branch.
- Associated costs will be covered by CIHR and activities will be undertaken in coordination with the Knowledge Synthesis and Exchange Branch.
Funds Available
- The maximum/minimum amount awarded for a single award supplement is up to $5000 per annum for up to 1 year. The total amount available for this initiative is $5000. This amount may increase if additional funding partners decide to participate.

28. Schizophrenia (Prize)
Summary
- In 1993, Dr. Michael Smith received the Nobel Prize for Chemistry in 1993 for his discovery and development of a crucial technique known as site-directed mutagenesis, used in genetic engineering. His discovery enabled researchers to gain enormous insights into the structure and function of genes and proteins. Throughout his career, Dr. Smith strongly encouraged young people to pursue science as a career, and he has used his prize to promote science, encourage women to pursue interests in science and support research on severe mental illnesses, especially schizophrenia. To honor Dr. Smith's scientific accomplishments and his lifelong promotion of science, CIHR offers a Doctoral Research Award in his name (CIHR Michael Smith Fellowship Award for Research in Schizophrenia).
- To be considered eligible for this award, the application must be relevant to the research priority areas described below:
- Genetics, molecular genetics, imaging and biochemistry of the central nervous system with application to schizophrenia.

Guidelines
General CIHR Guidelines
This funding opportunity will follow the General Guidelines for Training Programs. Applicants are encouraged to demonstrate the use of Gender and Sex-Based Analysis in applications.
Allowable Costs
The awards consist of a stipend and a research allowance.
For the research allowance, awardees should review the Use of Grant Funds section of the Tri-Agency (CIHR, NSERC and SSHRC) Financial Administration Guide for a complete listing and description of allowable costs and activities.
Conditions of Funding
All conditions specified in CIHR General Grants and Awards Policies shall apply to applications funded through this Funding opportunity. Conditions cover areas such as Applicant and Institutional Responsibilities, Ethics, Official languages policy, Access to Information and Privacy Acts, and Acknowledgement of CIHR's Support. Successful applicants will be informed of any special financial requirements prior to the release of funds or when they receive CIHR's Authorization for Funding (AFF) document.
Access to Information Act and Privacy Act, and the Personal Information Protection and Electronic Documents Act (PIPEDA)
All personal information collected by CIHR about applicants is used to review applications, to recruit reviewers, to administer and monitor grants and awards, to compile statistics, and to promote and support health research in Canada. Consistent with these purposes, applicants should also expect that information collected by CIHR may be shared as described in Use and Disclosure of Personal Information Provided to CIHR for Peer Review.
CIHR as a federal entity is subject to the Access to Information Act and the Privacy Act, therefore the requirements of these two statutes will apply to all information located in CIHR's premises including, without limitation, cost-sharing agreements related to this Funding opportunity and all matters pertaining thereto.

Applicants whose proposed research will involve Aboriginal People are strongly encouraged to familiarise themselves with these guidelines and in particular with the section "Application of the Guidelines," which outlines the situations in which these guidelines apply.

Award recipients are required to acknowledge CIHR, its institutes and partners in any communication or publication related to the project. Performance Measurement
CIHR is committed to demonstrating results to Canadians for the money invested in health research. Therefore, processes for monitoring progress and appropriate use of funds, as well as for performance measurement and program evaluation are in place. As a result, funding recipients must:
- contribute to the monitoring, review and evaluation of CIHR's programs, policies and processes by participating in evaluation studies, surveys, workshops, audits and providing data or reports as required for the purpose of collecting information to assess progress and results;
- encourage their associates, trainees and administration to participate in the monitoring, review and evaluation of CIHR's programs, policies and processes as required.

Review Process and Evaluation
Relevance Review
A. CIHR Research Priority Areas:
CIHR and partner organizations will provide funding for applications that are relevant to (in alignment with) the objectives and research priority areas described under "CIHR Research Priority Areas" within the Objectives section.
Relevance of the applications to the research priorities will be determined in the following manner.
Prior to peer review, CIHR and the partner organizations will review applications to determine the relevance, or alignment, of the research proposed to the research priority areas described above.
To conduct relevance review, these representatives will have access to a completed relevance form in addition to anonymized project titles and summaries, provided that applicants have consented to the sharing of information in consideration for other funding opportunities as well as to the sharing of information to observers in completing their ResearchNet application.
Upon completion of peer review, the CIHR and the partner organizations will receive the ratings, rankings and peer review committee recommendations on funding level and grant or award term for those applications that 1) are found to be relevant to the specific objectives of the research initiative and the research priority areas described under "CIHR Research Priority Areas"; and 2) are rated within the CIHR fundable range but are not funded through the regular CIHR competition to which they were submitted. These applications will be funded from the top down in order of ranking as far as budgets will allow. Applications that receive a ranking below 3.5 will not be funded.
Applications deemed relevant to a priority announcement, which are funded in the regular Fellowship competition or through a priority announcement will be named "Fellowship in the area of [specific research area] research" (e.g., Fellowship in the area of aging research).
Peer review committees will not be informed of applications submitted for funding through this announcement.
B. Prizes in CIHR Research Priority Areas:
Upon completion of peer review, representatives of CIHR and/or partner organizations will receive an anonymized ranking list, funding level and peer review committee recommendations on award term for all applications 1) that are funded in the regular CIHR Fellowship competitions; and 2) that are identified as relevant through a keyword search. This information will be used to conduct relevance review when required and to determine the recipients of the prizes. These applications will be selected from the top down in order of ranking as far as budgets will allow. Applications that receive a rating below the regular CIHR Fellowship competition cut-off will not be considered for prizes.
Peer review committees will not be informed of applications submitted for funding through this announcement.
Peer Review
A CIHR peer review committee will evaluate the full applications. The committee may be drawn from one of CIHR's pre-existing committees or may be created specifically for this funding opportunity. Committee members are selected based on suggestions from many sources including the institutes / portfolios and partners, following CIHR's Policy on Conflict of Interest and Confidentiality in the context of Merit, Relevance and Peer Review (CCIP).
