Description


Priority Announcements on Operating Grant: Knowledge to Action competitions offer additional sources of funding for highly rated applications that are relevant to specific CIHR research priority areas or mandates. Applications are submitted through the "201010KAL" competition of the Operating Grant: Knowledge to Action (2010-2011) funding opportunity.

Funds Available

CIHR's and partner contribution to the amount available for this initiative is subject to availability of funds. Should CIHR or partner funding levels not be available or are decreased due to unforeseen circumstances, CIHR and partner reserve the right to defer or suspend payments to grants received as a result of this funding opportunity.

Funds Available for Research in All Areas

Funds are available for applications in all areas of research that address any important health problem or issue through the "201010KAL" competition of the Operating Grant: Knowledge to Action (2010-2011) funding opportunity.

In this competition, funds are available to encourage and support applications in specific areas that are aligned with CIHR's research priority areas and mandates. Objectives


The specific objective of the Knowledge to Action Grants: Priority Announcement (Specific Research Areas) is to offer additional sources of funding for highly rated applications that are relevant to specific CIHR research priority areas and mandates.

CIHR Research Priority Areas:

1. Primary and Community-Based Healthcare

Summary:

  • The CIHR Institute of Health Services and Policy Research (CIHR-IHSPR) will support successful Knowledge to Action applications that are determined to be relevant to the research priority area of:
    • Primary and Community-Based Healthcare
  • Strong primary and community-based healthcare is at the centre of all high-performing healthcare systems and is linked to improved health outcomes, equity, and patient experiences. It is the face of the Canadian healthcare system and is the first and most frequent point of contact for most Canadians, from infants, children, and youth to adults and the elderly. These individuals receive an array of first-level services outside hospital settings from a range of primary and community-based healthcare providers, including prevention, prenatal care, episodic care, chronic disease management, mental health care, post-hospitalization follow-up, rehabilitation, and palliation.
  • Despite investments in primary and community-based healthcare over the past several years, major gaps in knowledge and its application remain. Not only do we need evidence to support new practices and policies, we also require evaluative and implementation research to address the many innovations that have not yet been assessed or scaled-up. Policy makers, administrators and providers require strong evidence on effective interventions and practical solutions in the Canadian context in order to support the strengthening of patient-centred, comprehensive, and coordinated primary and community-based healthcare systems across the country.
  • CIHR-IHSPR will fund successful Knowledge to Action applications that respond to these gaps. Examples of potential research topics are listed below. This list is not intended to be exhaustive, and there is no intent to imply that applications in these areas would be more successful than in areas not captured below:
    • Models for the delivery of long-term, comprehensive, and person, family and community-focused primary healthcare
    • Mechanisms for the delivery of high quality health promotion, prevention, acute and/or chronic healthcare services at the community and patient levels
    • Effective, efficient and sustainable organizational, funding and administrative models
    • Optimizing provider collaboration, scope of practice, incentives, and performance
    • Collection and use of health information for measuring and improving quality and outcomes, performance measurement and accountability, and reducing costs
    • Application of effective change processes to move best practices, evidence and innovation into practice
    • Access and quality of care for at-risk and underserved populations, including issues associated with Aboriginal peoples, socio-economic status, rural and remote areas, children and youth, the elderly, gender, and mental health and addictions.
    • Improving patient experiences and outcomes through enhanced coordination and integration of care within primary healthcare, and with the rest of the healthcare system (including public health, community-based care, specialists, and tertiary services)

Funds Available:

  • The total amount available for this funding opportunity is $400,000. This amount may increase if additional funding partners decide to participate.
  • The maximum amount awarded for a single grant is $100,000 per annum for up to two years.

2. Regional Partnerships Program

a) Regional Partnerships Program – New Brunswick

Summary:

Funds Available:

  • The amount available to any particular competition will be determined by the number of successful applicants and the amount of funding available.
  • The maximum amount awarded for a single grant is $100,000 per annum for up to two years

Additional Information:

  • This Priority Announcement will not require the completion of a Relevance Form;
  • For eligibility guidelines, see the New Brunswick – CIHR RPP program description;
  • Recipient(s) will be the top ranked researcher(s) that meet(s) RPP eligibility requirements;
  • The nominated principal applicant must be from an institution in New Brunswick;
  • Candidates must have their applications screened through the internal review procedures of the New Brunswick RPP Advisory Board a minimum of two weeks prior to submitting their application to CIHR in order for their award to be eligible for consideration for RPP funding;
  • Candidates must select RPP-New Brunswick in the Research-Net drop-down menu of the priority announcement.

  • Please note researchers must submit their applications at least one month prior to the CIHR application deadline to have their applications vetted by the internal review procedures at RPP-NL in order for their grant to be eligible for consideration for RPP funding. c) Regional Partnerships Program – Prince Edward Island

Summary:

  • CIHR, through the Regional Partnerships Program (RPP), in partnership with Prince Edward Island-RPP is interested in funding applications that span the four themes of research that contribute to the goal of building health research capacity in PEI. The following areas of research strength at UPEI reflect these four themes:
    • Cardiovascular and respiratory health research
    • Metabolism, nutrition and diabetes
    • Human development and cognition
    • Cancer research
    • Applied health services and health promotion
    • Natural products and human health
    • Population health

Review Process and Evaluation


Relevance Review Process

CIHR Institutes, Initiatives, Branches, and Partners will provide funding for applications that are relevant to (in alignment with) the specific research focuses listed in their respective Knowledge to Action Priority Announcement Funding Opportunity.

Prior to merit review, CIHR Institutes, Initiatives, Branches, and Partners offering funding through the Knowledge to Action Priority Announcement Funding Opportunities will have access to full applications and nominative information to conduct relevance review. Such consent is a requirement to be eligible for funding.

Applications that are not deemed to be relevant will be withdrawn from the Knowledge to Action Priority Announcement competition.

The following criteria will be used in conducting the relevance review:

  • Alignment of the objectives of the proposed activity with the specific objectives/research focuses of each CIHR Institute, Initiative, Branch, or Partner offering funding through their respective Knowledge to Action Priority Announcement Funding Opportunity.

Funding Decision

CIHR Institutes, Initiatives, Branches, and Partners offering funding through the Knowledge to Action Priority Announcement Funding Opportunities will receive the ranking list, ratings and recommendations on funding level and award term for the applications that fall in the fundable range and have been determined to be relevant to the specific research areas and objectives of the initiative. The list will be used for funding decision-making purposes.

Unless otherwise stated, the applications relevant to the specific research focuses will be funded from the top down as far as the budgets will allow. The remaining applications will be funded by the general pool of funds (as stated in the Funds Available section of the Knowledge to Action Funding Opportunity) from the top down as far as budgets will allow.

Potential Impact and Scientific Merit will be weighted equally. Only those applications receiving a score of 3.5 or more on both potential impact and scientific merit will be considered for funding. These scores will be averaged into a single score to determine the ranking of the application.
