Description


Priority Announcements on New Investigator Salary Award competitions offer additional sources of funding for highly rated applications that are relevant to specific CIHR research priority areas or mandates. Applications are submitted through the "201009MSH" competition of the New Investigator Salary Award: 2010-2011 funding opportunity.

The New Investigator Salary Award program is designed to provide outstanding New Investigators the opportunity to develop and demonstrate their independence in initiating and conducting health research through provision of a contribution to their salary. A New Investigator is defined as a researcher who has held a full time research appointment for a period of 0 to 60 months as of the September competition deadline.

Funds Available

CIHR's and partner contribution to the amount available for this initiative is subject to availability of funds. Should CIHR or partner funding levels not be available or are decreased for some unforeseen circumstances, CIHR and partner reserve the right to defer or suspend payments to awards received as a result of this funding opportunity.

Funds Available for Research in All Areas:

Funds are available for applications in all areas of research that address any important health problem or issue through the "201009MSH " competition of the New Investigator Salary Award: 2010-2011 funding opportunity.

The specific objective of the New Investigator Salary Award: Priority Announcement (Specific Research Areas) is to offer additional sources of funding for highly rated applications that are relevant to specific CIHR research priority areas and mandates.

A. CIHR Research Priority Areas

1. Clinical Research (CNI)

Summary:

  • The CIHR Patient-Oriented Research Strategy will fund applications that are determined to be relevant to the research priority area described below:
    • Clinical Research 1
  • This priority announcement is directed to licensed health professionals 2 engaged in clinical research. Candidates must hold a valid Canadian license at the time of application. Canadian licensure must be maintained for the duration of the award.

Funds Available:

  • The total amount available for this funding opportunity is $600,000. This amount may increase by if additional funding partners decide to participate.
  • The maximum amount awarded for a single award is $60,000 per annum for up to five years.

2. HIV/AIDS (HSH/HNI)

Summary:

  • The CIHR HIV/AIDS Research Initiative will fund applications that have a primary research focus on HIV/AIDS. Applications must also be deemed relevant to one of the following research priority areas of the Initiative:
    • Health systems, services and policy;
    • Resilience, vulnerability and determinants of health;
    • Prevention technologies and interventions;
    • Drug development, toxicities and resistance;
    • Pathogenesis; and
    • Issues of co-infection and co-morbidity.
  • Research in any of the six research priority areas described above that also focuses on at risk populations including people living with HIV/AIDS, men who have sex with men, injection drug users, Aboriginal Peoples, prison inmates, youth at risk, women at risk and people from countries where HIV is endemic, is encouraged.

  • The total amount available for this funding opportunity is $600,000.
  • The maximum amount awarded for a single award is $60,000 per annum for up to five years.
  • Of the total funds available:
    • $300,000 is available to fund applications relevant to the Biomedical/Clinical Research funding stream;
    • $300,000 is available to fund applications relevant to the Health Services/Population Health Research funding stream.

Specific Requirements:

  • Applications to this HIV/AIDS Priority Announcement must select only ONE (i.e., the most relevant) HIV/AIDS priority research area listed above.
  • Applications to the CIHR HIV/AIDS Research Initiative are sought in two distinct funding streams: Biomedical/Clinical Research and Health Services/Population Health Research. Although projects which display a multidisciplinary approach are strongly encouraged and accepted, applicants must clearly indicate the most relevant funding stream in the relevance field of their ResearchNet application.

3. Inflammatory Bowel Disease (XGN)

Summary:

  • The CIHR Institute of Nutrition, Metabolism and Diabetes (CIHR-INMD), in partnership with the Canadian Association of Gastroenterology (CAG) and the Crohn's and Colitis Foundation of Canada (CCFC), will fund applications that are determined to be relevant to the research priority areas described below:
  • Biomedical or clinical research related to Inflammatory Bowel Disease that will strengthen Canadian research in the area.

Funds Available:

  • The total amount available for this funding opportunity is $300,000. This amount may increase if additional funding partners decide to participate.
  • The maximum amount awarded for a single award is $60,000 per annum for up to five years.

Specific Requirements:

  • Award(s) can only be held at a recognized Canadian university or Research Institution.
  • Nominated Principal Applicants must register and become CAG members.

4. Knowledge Translation (KNI)

Summary:

  • The CIHR Knowledge Translation (KT) Branch will fund applications that are determined to be relevant to one or both of the research priority areas described below:
    • KT Science (the determinants of knowledge use and effective methods of promoting the uptake of knowledge):
      • Increase understanding of the theory and practice of KT
      • Develop tools/measures to evaluate the effectiveness/impact of KT practices/interventions
    • KT Practice (moving research into action):
      • Increase the uptake/application of knowledge to bridge a knowledge to action gap.
      • Increase the understanding of knowledge application.
  • CIHR's mandate is "to excel, according to internationally accepted standards of scientific excellence, in the creation of new knowledge and its translation into improve health for Canadian, more effective health services and products and a strengthened Canadian health care system". The purpose of this funding opportunity is to advance KT (synthesis, dissemination, exchange and ethically sound application of knowledge). It is expected that this targeted investment will lead to a better understanding of concepts, theories and practices that underlie effective KT in order to improve the health of Canadian, provide more effective health services and products and strengthen the health care system.

  • CIHR, through the Small Health Organization Partnership Program (SHOPP), in partnership with the Canadian Nurses Foundation (CNF) will fund applications that are determined to be relevant to the research priority areas described below:

  • The Principal investigator must be a registered nurse. The goals for this award are to support research on nursing care issues and build nursing research capacity by funding research on nursing care issues. To this end, CNF only funds research on nursing care issues. CNF defines nursing care research or clinical nursing research as research that is practice-based or that will provide the groundwork for future practice-based studies.

6. Regional Partnerships Program

a) Regional Partnerships Program – Manitoba (RNM)

e) Regional Partnerships Program – Saskatchewan (NSA)

Summary:

  • CIHR, through the Regional Partnerships Program (RPP), in partnership with Saskatchewan-RPP may fund highly rated applications in Saskatchewan in all four pillars of research, subject to funding availability.
  • New Investigator Awards from all four pillars of research will be supported based upon the rankings that they received. However, half of the available funding will be awarded based upon the following listed research priority areas:
    • Health needs of Aboriginal people and Seniors;
    • Health systems and policy research, with emphasis on: health human resources and workforce planning; quality management and improvement; primary health care; mental health and addictions; innovative delivery models; and rural and remote health services;
    • Determinants of health status, including early childhood development and the prevention and underlying causes of chronic and lifestyle-related disease (particularly diabetes, obesity and smoking);
    • Public health including infectious diseases and water and food safety;
    • Synchrotron-based health research;

7. Reproductive and Child Health (ICN)

Summary:

  • The objective of this Priority Announcement is to foster and augment capacity in the area of health services, knowledge translation, ethics, and environmental research in reproductive and child health. By providing salary support to new investigators in these key strategic areas, CIHR-Institute of Human Development Child and Youth Health (CIHR-IHDCYH) hopes to create and apply new knowledge, thereby improving the health and health services of mothers and children in Canada and throughout the world. Allied health professionals are encouraged to apply.

Summary:

  • The CIHR Institute of Circulatory and Respiratory Health (CIHR-ICRH), in partnership with Canadian Blood Services (CBS), will fund applications that are determined to be relevant to the research priority areas described below:
    • Transfusion science
  • Examples of relevant questions include research on: platelets, stem cells, plasma proteins, infectious disease, epidemiology and clinical transfusion science.

11. Institute of Aging New Investigator Recognition Prize in Research on Aging (RPN)

Summary:

  • The CIHR Institute of Aging (CIHR-IA) aims to advance knowledge in the field of aging to improve the quality of life and the health of older Canadians. With this goal in mind, CIHR-IA has been investing in the future of research on aging by developing and supporting capacity-building research initiatives and programs to train and support new and emerging researchers in the field of aging.
  • The CIHR-IA New Investigator Research Recognition Prize in Research on Aging encourages and honours our brightest rising stars. It consists of a supplement to the research allowance valued at a maximum of $10,000 in year one of the New Investigator award. No additional application is needed.

Funds Available:

  • The total amount available for this funding opportunity is $10,000.
  • The amount awarded for a single prize is $10,000 per annum for up to one year.

Specific Requirements:

  • This prize will not require the completion of a Relevance Form.
  • The recipient of the prize will be the candidate conducting research relevant to CIHR-IA's Priority topics who has received the highest rating through the Fall 2010 New Investigator competition.

Summary:

  • This supplement will be offered to the highest ranked and funded candidate from the Fall 2010 New investigator competition who has applied to, and been deemed relevant for, the KT Priority Announcement.
  • The supplement is intended to be used mainly for travel to national or international conferences, workshops or meetings related to the award recipient's research.

  • The total amount available for this funding opportunity is $5,000
  • The maximum amount awarded for a single award is $5,000 per annum for up to one year

Specific Requirements:

  • In addition to the standard KT activities of presenting research findings to targeted audiences and producing lay summaries for dissemination, the recipient of the Monique Bégin KT New Investigator Supplement is expected to undertake one of the following activities:
    • Present at a CIHR summer institute, CIHR lunch and learn session, or KT trainee network event;
    • Create a short podcast for posting on the CIHR website; or
    • Carry out a clearly defined activity to be proposed to and approved by the KT Branch.
  • Associated costs will be covered by CIHR and activities will be undertaken in coordination with the KT Branch.
  • This prize does not require the completion of a Relevance Form.

Summary:

  • The Peter Lougheed/CIHR New Investigator Award: Canada's Premier Young Researcher will provide a three-year top-up to the award. The recipient of the award will be amongst the top ranked candidates in the Fall 2010 competition of the CIHR New Investigator Salary Award: 2010-2011 program.

Funds available:

  • The total amount available for this funding opportunity is $250,000.
  • The Peter Lougheed/CIHR New Investigator Award: Canada's Premier Young Researcher top-up award consists of a research allowance of a value of $100,000 for the first year of the award and $75,000 for the second and third years of the award.

Review Process and Evaluation


Relevance Review Process

A. CIHR Research Priority Areas

CIHR and partner organizations will provide funding for applications that are relevant to (in alignment with) the objectives and research priority areas described in the Objectives section.

Prior to peer review, CIHR and partner organizations will have access to anonymized project titles and project summaries and/or relevance forms

Applications that are not deemed to be relevant will be withdrawn from the competition.

B. Prizes in CIHR Research Priority Areas:

Upon completion of peer review, representatives of CIHR and/or partner organizations will receive an anonymized ranking list for all applications 1) that are being recommended for funding in an open New Investigator Salary Award competition or a linked priority announcement competition (if applicable); and 2) that are identified as relevant through a keyword search. This information will be used to conduct relevance review when required and to determine the recipient(s) of the prize(s). These applications will be selected from the top down in order of ranking as far as budgets will allow.

Peer review committees will not be informed of applications submitted for funding through this announcement.

Peer Review

A CIHR review committee will evaluate the full applications. The committee may be drawn from one of CIHR's pre-existing committees or may be created specifically for this funding opportunity. Committee members are selected based on suggestions from many sources including the institute(s) / branch(es) and partner(s), following CIHR's Policy on Conflict of Interest and Confidentiality in the context of Merit, Relevance and Peer Review (CCIP). Evaluation Criteria

Peer review will be conducted in accordance with the CIHR Peer Review Process - Policies and Responsibilities of Awards Committee Members.

Funding Decision

Upon completion of peer review, we will generate a ranking list, ratings and recommendations. The list will be used for funding decision-making purposes and will remain anonymous unless applicants have provided written consent to share nominative information.

Applications will be funded from the top down in order of ranking as far as budgets will allow.

Applications that receive a rating below 3.5 will not be funded.
