Description


Priority Announcements on CIHR Operating Grant competitions offer additional sources of funding for highly rated applications that are relevant to specific CIHR research priority areas or mandates. Applications are submitted through the "201009MOP" competition of the Operating Grant: 2010-2011 funding opportunity.

Funds Available

CIHR's contribution to the amount available for this initiative is subject to availability of funds voted annually to CIHR by parliamentary appropriations. Should CIHR funding levels be decreased by Parliament, CIHR reserves the right to defer or suspend payments to grants received as a result of this funding opportunity.

Funds Available for Research in All Areas

Funds are available for applications in all areas of research that address any important health problem or issue through the "201009MOP" competition of the Operating Grant: 2010-2011 funding opportunity.

Objectives


The specific objective of the Operating Grant Priority Announcement (Specific Research Areas) is to offer additional sources of funding for highly rated applications that are relevant to specific CIHR research priority areas and mandates.

A. CIHR Research Priority Areas:

1. Blood Supply Risk (BSR)

Summary:

  • The CIHR Institute of Circulatory and Respiratory Health (CIHR-ICRH), in partnership with Canadian Blood Services (CBS), will fund applications that are determined to be relevant to the research priority areas described below:
  • Blood supply risk.
  • Examples of relevant questions include research on:
    • Blood donor deferral strategies and the risk of transmission of blood borne diseases
    • Policy development and social aspects of blood system safety and risk tolerance
    • Emerging pathogens in specific populations including sexually active gay men

Funds Available:

  • The term of the grant is up to three years.
  • The total number and amount of grants to be funded will be determined by CBS following peer review evaluation.

2. Blood Utilization and Conservation (BUC)

Summary:

  • The CIHR Institute of Circulatory and Respiratory Health (CIHR-ICRH), in partnership with Canadian Blood Services (CBS), will fund applications that are determined to be relevant to the research priority areas described below:
  • Blood utilization and conservation.
    • Blood products and their derivatives include cellular blood components (red blood cells and platelets), plasma products, therapeutic proteins fractioned from plasma, and replacement products for any of these including both recombinant proteins and synthetic materials. Conservation refers to strategies to reduce the use of donor-derived blood products.

3. Breast Cancer (Updated: 2010-07-15)

Summary:

  • The CIHR Institute of Cancer Research (CIHR-ICR), in partnership with Public Health Agency of Canada, will fund applications that are determined to be relevant to the research priority areas described below:
    • Mechanisms of breast cancer development
    • Molecular detection and prediction of breast cancer
    • Personalized medicine and breast cancer
    • Breast cancer progression and dissemination
    • Psychosocial, survivorship and health services aspect of breast cancer care
    • Transferring knowledge into practice.

4. Ethics (EOG)

Summary:

  • The CIHR Ethics Office, in partnership with the Institute of Aboriginal Peoples' Health (CIHR-IAPH) will fund applications that are determined to be relevant to research in ethics related to health, health research and/or health policy:
    • A systematic analysis of bioethics or ethics issues associated with health, health care, health research or health policy must be a significant focus of the proposed study. Scientific, social or legal issues, if addressed, should expand the discussion or understanding of bioethical or ethical issues.
    • Consideration will also be given to applications concerning ethics in health, health care, health research, or health policy in relation to First Nations, Inuit and/or Métis peoples in Canada.

Funds Available:

  • The total amount available for this funding opportunity is $600,000. This amount may increase if additional funding partners decide to participate.
  • The maximum amount awarded for a single grant is $100,000 per annum for up to three years.

  • In order to maximize the number of applications funded through this initiative, the Ethics Office may invite other CIHR branches or Institutes to consider funding relevant applications that receive a score of 3.5 or above. For this purpose, the anonymized application summary will be shared with CIHR branches or CIHR Institutes at the discretion of the CIHR Ethics Branch, according to the Policy on Confidentiality, Conflict of Interest and Privacy Issues in Peer and Relevance Review (CCIP).

5. Gender, Sex, and Health Research Priorities (OGE)

Summary:

  • The CIHR Institute of Gender and Health (CIHRIGH) will fund applications that are determined to be relevant to the research priority areas described below:
    • Self-directed violence, gender, and health
    • Interpersonal violence, gender, and health
    • Collective, structural or systemic violence, gender, and health
    • Knowledge translation and exchange related to violence and health
    • Tailoring interventions according to gender or sex
    • Improving access to health services by accounting for gender or sex

6. Genetics (Ethics, Law and Society) (OGH)

Summary:

  • The CIHR Institute of Genetics (CIHR - IG) will fund applications that address ethical, legal and social issues relevant to the design, conduct, and application of research involving genetics and genomics. CIHR - IG is particularly interested in funding projects that will explore new ethical and policy dimensions of genetics research and the application of genetic knowledge.
  • A non-exhaustive list of possible research topics that CIHR - IG would welcome include:
    • Synthetic Biology
    • Integration of information technologies and open source in genetic research
    • Pharmacogenetics, genetic biomarker validation, and clinical trials
    • Contribution of genetics to global health and neglected disease research
    • Rights and responsibilities in relation to genomic biobanks
    • Redefinitions of normalcy and disease in the genomics era
    • Validity, integrity, and ethical review of genetic research studies
    • Biosecurity and biosafety
    • Development and application of transgenic animal models
    • Public expectations and media coverage of genetics and genomics research
    • Regulation and oversight of medical applications incorporating genetic science, such as gene transfer, iPS, and generic bio-pharmaceuticals.
  • Genetic knowledge is rapidly transforming many aspects of research, drug development, and clinical practice. Applications of this research will have important implications for Canada's health care system, economy and international commitments. This Priority Announcement is designed to advance research from many disciplines into the ethical, legal and social dimensions of genetic and genomic research. While the IG continues to support quality work in privacy, genetic testing, and biobanking, this announcement also welcomes proposals involving emergent ethical, legal, and social issues in genetic and genomic research.
  • This Priority Announcement is designed to solicit small development grant applications for research projects on emergent or unresolved ethical, legal, and social aspects of genetics. Research proposals can include original investigation, analysis, and/or consolidation of previous research. Proposals should meet one or more of the following objectives:
    • Systematizing and analyzing current thinking, policies, and practices
    • Proposing alterations in policy or practice that would help address emergent or unresolved ethical, legal, and social challenges in genetics
    • Identifying further research needs relating to the emergent or unresolved ethical, legal, and social dimensions of genetics.

  • The total amount available for this initiative is $570,000. This amount may increase if additional funding partners decide to participate.
  • The maximum amount awarded for a single systematic review project is $25,000 per annum for up to three years.
  • The maximum amount awarded for a single original investigation project (operating grant) is $75,000 per annum for up to three years.

7. Health Services and Policy Research (IHS)

Summary:

  • The CIHR Institute of Health Services and Policy Research (CIHR-IHSPR) is committed to supporting innovative research, capacity-building and knowledge translation initiatives designed to improve the way health care services are organized, regulated, managed, financed, paid for, used and delivered, in the interest of improving the health and quality of life of all Canadians.
  • CIHR-IHSPR will offer one year bridge funding to applications that are determined to be relevant to the research priority areas listed below. These one year operating grants afford principal investigators the opportunity to begin or continue their work without the loss of momentum, staff, or trainees, and to resubmit their research proposal in subsequent competitions.
    • Primary and Community-Based Healthcare

8. HIV/AIDS (HOP/HHP)

Summary:

  • The CIHR HIV/AIDS Research Initiative will fund applications that have a primary research focus on HIV/AIDS. Applications must also be deemed relevant to one of the following research priority areas of the Initiative:
    • Health systems, services and policy;
    • Resilience, vulnerability and determinants of health;
    • Prevention technologies and interventions;
    • Drug development, toxicities and resistance;
    • Pathogenesis; and
    • Issues of co-infection and co-morbidity.
  • For the research priority area of pathogenesis, the CIHR HIV/AIDS Research Initiative encourages, in particular, applications that explore the following research gap: "Immunopathogenesis in Humans", with an emphasis on:
    • HIV-induced modulation of host cell gene expression;
    • The mechanism(s) by which HIV infection can cause immune hyperactivation; or
    • Acquiring a better understanding of the pathogenic mechanisms of B-cell abnormalities in HIV disease.
  • Research in any of the six research priority areas described above that also focuses on at risk populations including people living with HIV/AIDS, men who have sex with men, injection drug users, Aboriginal Peoples, prison inmates, youth at risk, women at risk and people from countries where HIV is endemic, is encouraged.

Funds Available:

  • The total amount available for this funding opportunity is $1,550,000.
  • The maximum amount awarded for a single grant is $150,000 per annum for up to three years.
  • Of the total funds available, $1,350,000 will support three-year grants:
    • $900,000 is available to fund applications relevant to the Biomedical/Clinical Research funding stream;
    • $450,000 is available to fund applications relevant to the Health Services/Population Health Research funding stream.
  • In addition, $200,000 is currently available to support bridge grants:
    • $100,000 is available to fund applications relevant to the Biomedical/Clinical Research funding stream;
    • $100,000 is available to fund applications relevant to the Health Services/Population Health Research funding stream.
  • The maximum amount awarded for a single bridge grant is $100,000 per annum for up to one year.

Specific Requirements:

  • This Priority Announcement will require the completion of a Relevance Form.
  • All applications determined to be relevant to the HIV/AIDS Research Initiative priority areas listed above will be eligible for Bridge Funding.
  • Applications to this HIV/AIDS Priority Announcement must select only ONE (i.e., the most relevant) HIV/AIDS priority research area listed above.
  • Applications to the CIHR HIV/AIDS Research Initiative are sought in two distinct funding streams: Biomedical/Clinical Research and Health Services/Population Health Research. Although projects which display a multidisciplinary approach are strongly encouraged and accepted, applicants must clearly indicate the most relevant funding stream in the relevance field of their ResearchNet application.

9. Institute of Nutrition, Metabolism and Diabetes Start up - Assistant Professors, Clinicians, New Investigators (Bridge Funding) (PCN)

Summary:

  • This competition provides bridge funding to Assistant Professors, Clinicians and New Investigators working in the broad research areas of the CIHR Institute of Nutrition, Metabolism and Diabetes (CIHRINMD).
  • Competition structure: three funding pools, to support a minimum of one grant per pool:
    • Assistant Professors: Assistant Professors as recognized by their host university.
    • Clinician Scientists: At the time of application, a candidate must hold a professional degree and have completed at least two years of post graduate clinical training.
    • New Investigators: Investigators with less than six years of experience as independent investigators since their first academic appointment.

Funds Available:
  • The total amount available for this funding opportunity is $300,000. This amount may increase if additional funding partners decide to participate.
  • Of this $300,000:
    • $100,000 is available to fund applications relevant to the Assistant Professors pool;

10. Knowledge Translation (KTE)

Summary:

  • The CIHR Knowledge Translation (KT) Branch will fund applications that are determined to be relevant to one or both of the research priority areas described below:
    • KT Science (the determinants of knowledge use and effective methods of promoting the uptake of knowledge):
      • Increase understanding of the theory and practice of KT
      • Develop tools/measures to evaluate the effectiveness/impact of KT practices/interventions
    • KT Practice (moving research into action):
      • Increase the uptake/application of knowledge to bridge a knowledge to action gap.
      • Increase the understanding of knowledge application.
  • CIHR's mandate is "to excel, according to internationally accepted standards of scientific excellence, in the creation of new knowledge and its translation into improve health for Canadian, more effective health services and products and a strengthened Canadian health care system". The purpose of this funding opportunity is to advance KT (synthesis, dissemination, exchange and ethically sound application of knowledge). It is expected that this targeted investment will lead to a better understanding of concepts, theories and practices that underlie effective KT in order to improve the health of Canadian, provide more effective health services and products and strengthen the health care system.

11. Obesity – Interventions to Prevent or Treat (OOP)

Summary:

  • The CIHR Institute of Nutrition, Metabolism and Diabetes (CIHR-INMD) will fund applications that are determined to be relevant to the research priority areas described below:
    • Interventions at the clinical, policy, and population health level focusing on solutions to promote healthy body weight at the population level (e.g., school-based approaches, intervention research).
    • Interventions to treat obesity and research to evaluate the outcomes of specialized treatment services

  • This Priority Announcement will apply to new grant applications as well as to renewal applications.

12. Ovarian Cancer (Bridge Funding) (OVA) (Updated: 2010-07-15)

Summary:

  • The CIHR Institute of Cancer Research (CIHR-ICR), in partnership with Ovarian Cancer Canada (OCC), will fund applications that are determined to be relevant to the research priority area described below:
    • Ovarian cancer
  • The goal of the priority announcement is to allow Ovarian Cancer Canada (OCC) to support high quality ovarian cancer research. The Program will consider applications to fund projects in any discipline of research that contributes to the acquisition and application of knowledge in the field of ovarian cancer. They can include, but are not limited to:
    • Basic research investigating ovarian biology relevant to ovarian cancer.
    • Research directed toward an understanding of the causes, development and progression of ovarian cancer.
    • Research that aims to identify novel factors (e.g. genetic, lifestyle, environmental) that contribute to the initiation or progression of ovarian cancer.
    • Research that addresses the psychological or social needs of women with ovarian cancer.
    • Applied research designed specifically to translate promising research advances from basic research into pre-clinical and clinical investigations relevant to the prevention, early detection or treatment of ovarian cancer.
  • The Program provides support for research to:
    • maintain ovarian cancer research capacity in Canada; and
    • allow researchers submitting highly meritorious fundable but not funded ovarian cancer research applications to the CIHR Operating Grants competition, to maintain their research team, and to acquire new research data to strengthen future applications.
  • Since applications are adjudicated and administered by CIHR and because these grants are also considered OCC grants, grantees will be required to submit, to ICR and to the OCC office, a summary of the work that has taken place during the tenure of the award that describes how the funding has benefited their research (to the attention of Elisabeth Ross at the OCC address below). Grantees will also be encouraged to present at the biennial Canadian Conference on Ovarian Cancer Research.

13. Prevention and Treatment of Illicit Drug Use (PTI)

Summary:

  • The CIHR Institute of Neurosciences, Mental Health and Addiction (CIHR-INMHA), will fund applications that are determined to be relevant to the research priority area described below:
    • Prevention and Treatment of Illicit Drug Use

  • The maximum amount awarded for a single grant is up to $100,000 per annum for one year.
  • CIHR-INMHA anticipates that a minimum of one grant will be funded through this competition.

  • This Priority Announcement will not require the completion of a Relevance Form.
  • The substances covered by this initiative are illicit drugs such as marijuana, cocaine, heroin, ecstasy and methamphetamine (crystal meth). Other psychoactive substances such as alcohol, psychotropic pharmaceuticals (over-the-counter and prescription), solvents and inhalants can be studied only if they are used in combination with an illicit drug.

15a) Regional Partnerships Program - Manitoba (RPA)

Summary:

Funds Available:

  • The amount available to any particular competition will be determined by the number of successful applicants and the amount of funding available;
  • The maximum amount awarded for a single grant is $100,000 per year for up to two years except where $100,000 is not equivalent to 75% or greater of the approved annual budget of an individual grant, then 75% pro-rated budget amount will apply.

22. Genetics: Maud Menten New Principal Investigator Prizes (MMB / MMC/ MMH)

Summary:

  • This program is designed to recognize and support the research excellence of Canadian New Investigators working within the CIHR – Institute of Genetics' (CIHRIG) mandate. The research grant is intended to offset the direct costs of the recipient's research program.
  • CIHR - IG established the Maud Menten New Principal Investigator Prize. Dr. Menten's outstanding career as a biomedical scientist led to many achievements including important co-discoveries relating to blood sugar, haemoglobin and kidney functions. In 1913, a collaboration with Leonor Michaelis on the behaviour of enzymes resulted in the Michaelis-Menten equation, a biochemical concept so fundamental that it is familiar to first-year science students.

  • The CIHR - IG Maud Menten New Investigator Prizes consist of a one-year, non-renewable $30,000 research grant.

Review Process and Evaluation


A. CIHR Research Priority Areas

Relevance Review:

CIHR and partner organizations will provide funding for applications that are relevant to (in alignment with) the objectives and research priority areas described under "CIHR Research Priority Areas" within the Objectives section.

Prior to peer review, CIHR and the partner organizations will have access to a completed relevance form in addition to anonymized project titles and summaries, provided that applicants have consented to the sharing of information in consideration for other funding opportunities as well as to the sharing of information to observers in completing their ResearchNet application. This information will be used to review applications to determine the relevance, or alignment, of the research proposed to the research priority area(s) described above.

Funding Decision:

Upon completion of peer review, the CIHR and the partner organizations will receive the ranking list, ratings, recommendations on funding level and grant or award term for those applications that 1) are found to be relevant to the research priority areas described under "CIHR Research Priority Areas"; and 2) (unless otherwise specified) are rated within the CIHR fundable range but are not funded through the regular CIHR competition to which they were submitted.

These applications will be funded from the top down in order of ranking as far as budgets will allow.

Applications that receive a ranking below 3.5 will not be funded.

Peer review committees will not be informed of applications submitted for funding through this announcement.

B. Research Related to CIHR Institute Mandates

Funding Decision:

Upon completion of peer review, representatives of each CIHR Institute will receive a randomized list of applications for which the Institute was selected as primary (and where indicated, secondary) Institute under "Suggested Institutes" on the "Project Descriptors" page of the ResearchNet application. The randomized list will include titles, project summaries and peer review committee recommendations on funding levels. The summaries will be used to determine the relevancy of the research to the mandate of the Institute.

Eligible applications will be funded from the top down in order of ranking as far as budgets will allow.

Applications that receive a rating below 3.5 will not be funded.

Peer review committees will not be informed of applications submitted for funding through this announcement.
