Description


Priority Announcements on Canada Graduate Scholarships Master's Awards competitions offer additional sources of funding for highly rated applications that are relevant to specific CIHR research priority areas or mandates. Applications are submitted through the "201002GSM" competition of the Master's Award: 2009-2010 funding opportunity.

The Canada Graduate Scholarships Master's Awards administered by CIHR are intended to provide special recognition and support to students who are pursuing a Master's degree in a health related field in Canada. These candidates are expected to have an exceptionally high potential for future research achievement and productivity.

Funds Available

CIHR's contribution to the amount available for this initiative is subject to availability of funds voted annually to CIHR by parliamentary appropriations, and the conditions that may be attached to them.

Funds Available for Research in All Areas:

Funds are available for applications in all areas of research that address any important health problem or issue through the "201002GSM" competition of the Master's Award: 2009-2010 funding opportunity.

In this competition, funds are available to encourage and support applications in specific areas that are aligned with CIHR's research priority areas and mandates. Objectives


The specific objective of the "Master's Award: Priority Announcement (Specific Research Areas)" is to offer additional sources of funding for highly rated applications that are relevant to specific CIHR research priority areas and mandates.

CIHR Research Priority Areas

1. Disability Prevention from Motor Vehicle Accidents (Small Health Organizations Partnership Program)

Summary

  • CIHR, through the Small Health Organizations Partnership Program (SHOPP), in partnership with the Canadian Institute for the Relief of Pain and Disability (CIRPD), will fund applications that are determined to be relevant to the research priority area described below:
  • Cross discipline research is encouraged in the following thematic areas:
    • Mitigating occupant injury and disability in motor vehicle collisions or automotive manufacturing.
    • Prevention of disability resulting from vehicular or automotive manufacturing injuries.
  • The research focus must address one of the following areas related to the above themes:
    • Advances in injury prevention.
    • Effective situational diagnosis and management.
    • Reliable and valid measurement tools to evaluate and improve safety design methodologies, and future research.
    • Effective research dissemination and utilization practices.
    • Evaluation of design, evidence formed methodologies or interventions targeted at reducing impairment and disability.

  • The maximum amount awarded for a single award is $17,500 per annum for up to one year. The total amount available for this initiative is $35,000.

  • Award must be held in Canada.
  • The applicants are expected to work under the supervision of eligible AUTO21 investigators. There are over 310 researchers participating through 44 universities across Canada. Cross discipline research is encouraged. 6. Primary Health Care

Summary

  • The CIHR Institute of Health Services and Policy Research (IHSPR) will fund applications that are determined to be relevant to the research priority area described below:
    • Across Canada there has been significant innovation and experimentation with primary care reform, including team-based approaches and alternative funding and delivery models. Nonetheless Canada's primary care sector lags behind other countries with similar wealth and health systems, most notably in after-hours care, wait times, chronic disease management, mental health, quality improvement and electronic medical records (Schoen 2006, 2007, Starfield 2005, 2008). Existing evidence on the impact of various approaches to how primary care is structured and delivered needs to be synthesized and best practices identified. As well, we need better evidence on how to achieve high-quality, comprehensive and coordinated primary care (including coordination with other parts of the system) that results in improved health outcomes. This requires a focus on holistic patient-centred care, governance, funding and managerial structures, access and delivery methods, integration, performance measurement, continuous quality improvement, technology and change management. Research is needed that looks for practical solutions, moving theory into practice and promoting the scaling up of innovation across the country.

This amount may increase if additional funding partners decide to participate. It is anticipated that 5 awards will be funded through this competition.

Eligibility criteria for all CIHR research funding programs apply. The business office of the institution of an eligible Nominated Principal Applicant generally administers CIHR funds. Guidelines


General CIHR Guidelines

This funding opportunity will follow the General Guidelines for Training Programs. Applicants are encouraged to demonstrate the use of Gender and Sex-Based Analysis in applications.

Allowable Costs

The awards consist of a stipend.

For the research allowance, awardees should review the Use of Grant Funds section of the Tri-Agency (CIHR, NSERC and SSHRC) Financial Administration Guide for a complete listing and description of allowable costs and activities.

Conditions of Funding

All conditions specified in CIHR General Grants and Awards Policies shall apply to applications funded through this Funding opportunity. Conditions cover areas such as Applicant and Institutional Responsibilities, Ethics, Official languages policy, Access to Information and Privacy Acts, and Acknowledgement of CIHR's Support. Successful applicants will be informed of any special financial requirements prior to the release of funds or when they receive CIHR's Authorization for Funding (AFF) document.

Access to Information Act and Privacy Act, and the Personal Information Protection and Electronic Documents Act (PIPEDA)

All personal information collected by CIHR about applicants is used to review applications, to recruit reviewers, to administer and monitor grants and awards, to compile statistics, and to promote and support health research in Canada. Consistent with these purposes, applicants should also expect that information collected by CIHR may be shared as described in Use and Disclosure of Personal Information Provided to CIHR for Peer Review.

CIHR as a federal entity is subject to the Access to Information Act and the Privacy Act, therefore the requirements of these two statutes will apply to all information located in CIHR's premises including, without limitation, cost-sharing agreements related to this Funding opportunity and all matters pertaining thereto.

While respecting the application of the Privacy Act to federal entities, all signing parties involved in a collaborative agreement will also be bound by the Personal Information Protection and Electronic Documents Act (PIPEDA). All personal information (as identified by the PIPEDA) collected, used or disclosed in the course of any commercial activity under collaborative agreements related to the Funding opportunity will be collected, used and disclosed in compliance with the PIPEDA.

CIHR Guidelines for Health Research Involving Aboriginal People

The CIHR Guidelines for Health Research Involving Aboriginal People came into effect as policy for CIHR-funded research on July 1, 2008. Applicants whose proposed research will involve Aboriginal People are strongly encouraged to familiarise themselves with these guidelines and in particular with the section "Application of the Guidelines," which outlines the situations in which these guidelines apply.

Communication Requirements

Award recipients are required to acknowledge CIHR, its institutes and partners in any communication or publication related to the project. See CIHR General Grants and Awards Policies, Public Communication and Acknowledgement of CIHR's Support for details on CIHR's communication requirements. The contributing institutes/partners will be identified on the Authorization for Funding and decision letter.

Performance Measurement


CIHR is committed to demonstrating results to Canadians for the money invested in health research. Therefore, processes for monitoring progress and appropriate use of funds, as well as for performance measurement and program evaluation are in place. As a result, funding recipients must:

  • contribute to the monitoring, review and evaluation of CIHR's programs, policies and processes by participating in evaluation studies, surveys, workshops, audits and providing data or reports as required for the purpose of collecting information to assess progress and results;
  • encourage their associates, trainees and administration to participate in the monitoring, review and evaluation of CIHR's programs, policies and processes as required.

Review Process and Evaluation


Relevance Review

CIHR Research Priority Areas

CIHR and partner organizations will provide funding for applications that are relevant to (in alignment with) the objectives and research priority areas described under "CIHR Research Priority Areas" within the Objectives section.

Relevance of the applications to the research priorities will be determined in the following manner.

Prior to peer review, CIHR and the partner organizations will review applications to determine the relevance, or alignment, of the research proposed to the research priority area(s) described above.

To conduct relevance review, these representatives will have access to a completed relevance form in addition to anonymized project titles and summaries, provided that applicants have consented to the sharing of information in consideration for other funding opportunities as well as to the sharing of information to observers in completing their ResearchNet application.

Upon completion of peer review, the CIHR will rank the applications that 1) are found to be relevant to the specific objectives of the research initiative and the research priority areas described under "CIHR Research Priority Areas"; and 2) are rated within the CIHR fundable range but are not funded through the regular CIHR competition to which they were submitted. These applications will be funded from the top down in order of ranking as far as budgets will allow. Applications that receive a ranking below 3.5 will not be funded.

All funded applications, deemed relevant to a priority announcement, will be named "Doctoral Research Award in the area of [specific research area] research" (e.g., Doctoral Research Award in the area of aging research).

Peer review committees will not be informed of applications submitted for funding through this announcement.

Peer Review

A CIHR peer review committee will evaluate the full applications. The committee may be drawn from one of CIHR's pre-existing committees or may be created specifically for this funding opportunity. Committee members are selected based on suggestions from many sources including the institute(s) / portfolio(s) and partner(s), following CIHR's Policy on Conflict of Interest and Confidentiality in the context of Merit, Relevance and Peer Review (CCIP). Evaluation Criteria

Master's Awards are reviewed in accordance with the Guide for Reviewers – CIHR Master's Award.
