Priority Announcements offer additional sources of funding for highly rated applications that are relevant to specific CIHR research priority areas or mandates. Applications are submitted through Meetings, Planning and Dissemination Grant: Knowledge Translation Supplement (Winter 2010 Competition) funding opportunity.

Funds Available

CIHR's contribution to the amount available for this initiative is subject to availability of funds voted annually to CIHR by parliamentary appropriations. Should CIHR funding levels be decreased by Parliament, CIHR reserves the right to defer or suspend payments to grants received as a result of this funding opportunity.

Funds are available for applications in all areas of research that address any important health problem or issue through the Meetings, Planning and Dissemination Grant: Knowledge Translation Supplement (Winter 2010 Competition) funding opportunity.

Objectives


CIHR Research Priority Areas:

1. Arthritis (Updated: 2010-01-19)

Summary:

  • The CIHR Institute of Musculoskeletal Health and Arthritis (IMHA), in partnership with the Canadian Arthritis Network (CAN), will fund applications that are determined to be relevant to the research priority areas described below: 
    • IMHA and CAN will to fund KT Supplement grants focused on CAN/arthritis-related research topics. The goal of the Program is consolidate research knowledge and expertise in this area and maximize its translation to the knowledge user community (knowledge receptors) and ultimately impact Canadians and the Canadian economy.

  • The Canadian Arthritis Network (CAN), a member of the federal Networks of Centres of Excellence program, is a not-for-profit organization that supports integrated, trans-disciplinary research and development. CAN is the single point of contact that links over 200 leading Canadian arthritis researchers and clinicians, 45 Canadian academic institutions, The Arthritis Society, the Canadian Institutes of Health Research's Institute of Musculoskeletal Health and Arthritis, pharmaceutical and biotechnology companies, and government. The Network funds research and acts as a facilitator, bringing scientific discoveries to market by providing access to cutting-edge techniques for product development and evaluation.

Funds Available:

  • The total amount available for this initiative is $210,000.  This amount may increase if additional funding partners decide to participate.
  • The maximum amount awarded for a single grant is $40,000 per annum for up to 1 year.

Additional Information:

  • This Priority Announcement will require the completion of a Relevance Form.
  • As a requirement of funding by CAN, only CAN Network Investigators qualify to receive research funding from CAN.  Successful Principal Investigators who are not CAN Network Investigators are eligible, and will be required, to apply for appointment to the Network.
  • CAN Network Investigators receiving research funds are required to abide by the terms of the 2004 NCE Funding Agreement, signed by each member institution to receive funding, and the NCE Program Guide. Funded Network Investigators are also required to submit annual reports regarding their network funded research as well as participate in annual statistical reporting.

2. Ethics

Summary:

  • CIHR encourages interdisciplinary, innovative and integrative research on ethical issues pertaining to health, and also fosters the discussion of ethical issues and the application of ethical principles to health research. CIHR is also committed to translating the results of research into improved health for Canadians, more effective health services and a strengthened health care system.
  • Through this priority announcement, the Ethics Office will provide an additional supplement to successful KT supplement grant recipients to support an analysis of bioethics or ethics issues associated with the research undertaken and/or its results following the successful completion of a CIHR grant/award or component of a grant/award. Each EO grant supplement will support the development of such an analysis by a post-doctoral fellow. The EO grant supplement is independent from the KT grant supplement and should be included in the detailed budget.

  • The maximum amount awarded for a single supplement grant is $5,000 per annum for up to 1 year.

3. Health and Health Equity

Summary:

  • The CIHR Institute of Population and Public Health will fund applications that are determined to be relevant to the research priority areas described below:
    • Pathways to Health Equity: This strategic priority focuses on understanding the pathways or interrelated factors that produce a shift toward health equity and improvements to the health of populations and population sub-groups, both within and between countries. Pathways that operate at all system levels, from micro to macro, are of interest, including those that intersect with individual transitions (e.g., stages in the life course) and societal transitions (e.g., demographic and economic shifts and urbanization). Furthering our understanding of the pathways that produce equities and inequities in population health is fundamental to the design of effective population health interventions in developed and developing country contexts.
    • Population health interventions: Population health interventions are often complex and can include policy, program, and resource-distribution approaches. Their complexity arises from the fact that they are frequently aimed at more than one system level, involve the use of multiple strategies, and require implementation both within and outside the health sector. In addition, population health interventions are introduced into systems that are in and of themselves dynamic and complex.
      This priority research strategy has two major focuses: to address complex population health interventions that are characterized as context relevant and adaptable to dynamic contexts and that involve working across sectors and system levels; and to examine how population health interventions do or do not improve health and health equity.
    • Implementation Systems for Population Health Interventions in Public Health and Other Sectors: Within the health sector, the public health workforce usually holds primary responsibility for implementing population health interventions. These interventions, however, often require implementation, either in whole or in part, through other sectors. For example, school health programs are implemented in the education sector, while occupational health initiatives must engage unions as well as the particular sectors in which the populations are employed.
      This strategic research priority focuses on implementation systems for population health interventions within and outside the health sector, with an emphasis on intersectoral implementation and scale-up. Factors influencing such systems include interorganizational, intersectoral, and interjurisdictional governance structures; leadership support; system absorption capacities; and information-exchange mechanisms. Given that implementation systems may strengthen or mitigate the potential impacts of population health interventions on health and health equity, these reciprocal influences are also of interest.
  • Note: The Institute of Population and Public Health (IPPH) recognizes the important role that collaborations play in improving and advancing the health of Canadians and citizens around the world. As a result, IPPH wishes to support collaborations between Canadian researchers and those in low- and middle-income countries, through the provision of Knowledge Translation Grants.

6. Rx&D Collaborative Research

Summary:

  • CIHR's Patient-Oriented Research Strategy, CIHR/Rx&D Collaborative Research Program, in partnership with the Canada's Research Based Pharmaceutical.
  • The CIHR/Rx&D Collaborative Research Program is inspired by the longstanding successful collaboration between the pharmaceutical research industry and CIHR. Under this program, the eligible company partner is a member of Canada's Research-Based Pharmaceutical Companies (Rx&D). The Program promotes peer-reviewed research and enhances the training and development of health research personnel and opportunities in Canada. The Program is designed to enable scientists, clinicians and members of the full spectrum of health professionals, and Rx&D members to optimize their access to the unique opportunities and advantages offered by CIHR's translational research opportunities, including clinical research. The program can also lead to research synergies through collaboration between scientists from both sectors.
  • Rx&D is an association of leading research-based biopharmaceutical companies dedicated to improving the health of all Canadians through the discovery and development of new medicines and vaccines. Our community represents 18,000 men and women working for close to 50 member companies and it invests each year more than $1 billion in research and development to fuel Canada's knowledge-based economy.   • The total amount available for the current funding opportunity is $80,000:
  • The maximum amount awarded for a single grant is $40,000 for up to one year ($20,000 from the CIHR/Rx&D Collaborative Research Program and $20,000 from the industry-partner)
  • Knowledge Translation Supplement Grants are non-renewable.

  • This Priority Announcement will not require the completion of a Relevance Form.
  • Candidates must demonstrate in the detailed budget that they have secured partnered funding (ratio 1:1, CIHR:Industry) from an Rx&D member company at the time that the application is submitted. A company is eligible provided that it:
    • Is federally or provincially incorporated in Canada (exceptions will be considered upon receipt of documentation that a researcher has been unable to develop a collaboration with a suitable federally or provincially incorporated company in Canada);
    • Demonstrates adequate resources to meet its commitment to a program; and
    • Has a demonstrable ability to apply the results of research and development itself or through agreements with other companies having the capacity to produce and market products and processes.
  • The candidate must submit letters of support from the industry partner detailing the financial support.
  • The CIHR/Rx&D Collaborative Research Program reserves the right to send an individual to the event at its own expense, but without registration fee, to observe and/or provide information about CIHR to the participants.

Review Process and Evaluation


CIHR Research Priority Areas:

Relevance Review:

CIHR and partner organizations will provide funding for applications that are relevant to (in alignment with) the objectives and research priority areas described under "CIHR Research Priority Areas" within the Objectives section.

The relevance review will be conducted by a committee consisting of Institute/Branch staff and Partners, as required, prior to review by the Review Committee. For this process, the committee will have access to full applications to conduct the relevance review.

Applications that are not deemed to be relevant will be withdrawn from the competition.

The following criteria will be used in conducting the relevance review:

  • Alignment of the objectives of the proposed activity with the specific objectives of the CIHR Institute, Initiative, or Branch offering funding through the Dissemination Events program

Funding Decision:

Upon completion of the review, the institute/branch and partners will receive the ranking list, ratings and recommendations on funding level for the applications that fall in the fundable range and have been determined to be relevant to the specific research areas and objectives of the initiative. The list will be used for funding decision-making purposes and will remain anonymous unless applicants have provided written consent to share nominative information.  

Unless otherwise stated, the applications relevant to the specific research focuses will be funded from the top down as far as the budgets will allow. The remaining applications will be funded by the general pool of funds from the top down as far as budgets will allow.

Applications that receive a ranking below 3.5 will not be funded.

Peer review committees will not be informed of applications submitted for funding through this announcement.
